The state-related universities are largely self-governed institutions that should be free from legislative meddling and political oversight. Forcing public input processes and economic reviews for campus realignment decisions interferes with the autonomy of these universities. Institutions should maintain flexibility to adapt programs and resources based on changing needs and enrollments, including consolidating satellite campuses as appropriate. Affordable public higher education exists through community colleges and state university branch campuses across Pennsylvania. Legislating additional bureaucratic hurdles undermines the ability of state-related universities to evolve efficiently and manage internal operations. Protecting every small outpost regardless of viability or demand is an unsustainable model that limits adaptation. Universities must balance accessibility with responsible stewardship of resources. The proposed legislative package unnecessarily restricts the decision-making of university leadership.
