Congress SHOULD be in charge of appropriations. Do your job!

As I read the constitution, it appears that Congress SHOULD be in charge of appropriations, not DOGE or Pres Trump. So why then were $12 billion cancelled from grants to individual states? These monies were used to support mental health and addiction services and programs which track infectious diseases. All 3 are important in this day and age. Further, cuts to USAID programs have hurt farmers who sell grain for foreign aid. How are you going to help our all important farmer friends? Funds for cancer research have also been cut illegally, as have monies for scientific and medical research to our colleges and universities. What made America GREAT was, in large part, our prowess in scientific and medical research. If you want to make America great, do your job and make these appropriations decisions as your constituents want you to.
