On Tuesday (March 18, 2025) US District Judge Theodore Chaung (Maryland) rejected the current administration’s position that Elon Musk is merely an advisor. He said that USAID is no longer capable of performing some of its statutorily required functions.
Most importantly, the ruling said that the dismantling of USAID by Elon Musk and DOGE likely violated the Constitution. Judge Chuang indefinitely blocked DOGE from making further cuts to USAID.
The Constitution gives Congress the authority to impeach and remove the President, Vice President, and all federal “civil officers” for treason, bribery, or other high crimes and misdemeanors.” The standard of “high crimes and misdemeanors” was intended to address conduct which involved an individual’s abuse of power or office. The Framers of the Constitution considered impeachment to be an essential tool that would be used to hold government officials accountable for political crimes. Congress’s power of impeachment serves as part of our complex checks and balances system to prevent potential encroachment from the executive branch.
Which brings me to the purpose of this letter. A Federal Court has found that the current administration violated the US Constitution through dismantlement of a government agency that caused harm to the public interest. High crimes and misdemeanors is defined as conduct which involves an individual’s abuse of power or office. According to this definition, violating the Constitution is clearly an abuse of both power and office. This is clear grounds for impeachment of the current administration.
I demand that articles of impeachment are filed on the current administration and all elected officials involved with the dismantlement of USAID by the House and that the Senate conducts a fair Impeachment Trial respecting the dignity and decorum of our government. I demand that all elected officials involved in this matter are convicted, arrested, and removed from office.
