Rigorous post-election audits should be conducted by examining statistically appropriate samples of the voter-verified paper ballots. Risk-limiting audits, which continue sampling ballots until there is strong statistical evidence that the outcome is correct, are an efficient way to confirm results even if voting equipment is faulty. End-to-end verifiable voting systems utilize cryptographic methods to enable any member of the public to verify that all votes were properly included in the final tallies. This provides an additional layer of transparency. If voters have evidence that their properly cast ballot was not counted or was altered, there must be a clearly defined process for them to contest the record and have their case reviewed through an appeal mechanism. No voter should be disenfranchised without appropriate due process. Ensuring the integrity of elections and enabling voter confidence requires utilizing best practices in auditing, verification, establishing proper chains of custody and defined processes for resolving disputes over the handling of individual ballots.
