Reject HR 1526, No Rogue Rulings Act of 2025

To: Sen. Padilla, Rep. Panetta, Sen. Schiff

From: A verified voter in Pacific Grove, CA

March 31

HR 1526, the so-called "No Rogue Rulings Act of 2025," poses a direct threat to the principles of checks and balances enshrined in the Constitution. This legislation would severely limit the ability of federal district courts to issue injunctions against unconstitutional or unlawful actions by the executive branch. Such a severe restriction on the judiciary's power to act as a check on the other branches of government represents an alarming erosion of the separation of powers framework established by the Founding Fathers. The proposed law prohibits nationwide injunctions except in highly limited circumstances, effectively shielding sweeping federal policies from judicial review beyond the narrow scope of specific plaintiffs. This would enable the executive branch to implement policies that violate constitutional rights or overstep legal authority, so long as the violations are widespread rather than narrowly targeted. It strips the courts of their vital role as a bulwark against government overreach and an independent arbiter of constitutionality. Perhaps most concerningly, the bill would force cases challenging executive actions to be heard by a panel of randomly selected judges, rather than following established rules of judicial administration. This extraordinary measure undermines judicial independence and injects an unacceptable level of potential politicization into the courts. Ultimately, HR 1526 represents an attack on the rule of law itself. By hobbling the judiciary's ability to fulfill its constitutional duty, it disrupts the careful system of checks and balances so essential to our democratic system of government. Preserving this foundational principle should be a paramount concern for all who cherish the liberties enshrined in the Constitution. I urge you to oppose this ill-advised legislation that would subvert over two centuries of constitutional precedent.
