Utah's election integrity and public confidence in the democratic process must be safeguarded. HB 263's provisions allowing broad access to sensitive election records raise significant risks of fraud, voter intimidation, and undermining trust in elections as warned by election officials and the courts. The unfunded mandates it imposes on county clerks are also highly burdensome. While transparency is crucial, this bill goes too far in jeopardizing voter privacy and election security without sufficient guardrails. To protect our elections' integrity and bolster public trust, I urge you to veto HB 263 and instead work with stakeholders on balanced reforms that increase transparency responsibly without compromising fundamental voting rights and election administration.
