I understand the desire to keep Arkansans voting for Arkansan issues, but further restrictions on the ballot initiative process will only serve to hurt Arkansas residents' ability to choose what we want to go into effect. Leave the freedom of choice in the hands of the voters. If we want to pass a ballot initiative, it should be done on election day, not before the proposed initiative ever has a chance to see the ballot at all. It's difficult enough to get measures in front of voters. Past years have proven that there's already strict enough requirements, and even those are being used to push certain agendas and keep others off the ballot altogether. Let Arkansans have a voice at the polls.
