Subject: Support the Trade Review Act of 2025
Dear Representative Kean Jr.,
I am writing to urge you to support the Trade Review Act of 2025, a bipartisan bill that seeks to reassert Congress's constitutional authority over trade policy. I believe this legislation is crucial to ensure that tariffs are imposed judiciously and with proper oversight, protecting American businesses and consumers from the negative impacts of arbitrary trade actions.
As you know, the Constitution assigns Congress the exclusive power to impose tariffs and regulate foreign commerce. However, in recent years, the executive branch has increasingly exercised its authority in this area, sometimes with significant consequences for the US economy.
The Trade Review Act of 2025, co-sponsored by Senator Grassley and Senator Cantwell, would require the president to notify Congress of new tariffs, provide a justification for the action, and analyze the potential impact on US businesses and consumers. Congress would then have 60 days to approve a joint resolution for the tariff to remain in effect. The legislation would also allow Congress to terminate tariffs at any time through a resolution of disapproval.
This bill is modeled after the War Powers Act, recognizing that trade wars can be as devastating as military conflicts. Reasserting congressional oversight over tariffs is vital to prevent arbitrary trade actions that could harm US export opportunities and raise prices for American consumers and businesses.
