Optimize the outcome of a continuing resolution, either by withholding votes and making Republicans own a shutdown or by joining in a continuing resolution that limits Trump’s ability to ignore Congress’ appropri ations (or better yet, adds weight to the legal challenges) going forward. Democrats have to be prepared to make Republicans own the consequences
