I urge you to vote against Senate Bill 256, which would mandate most state employees to work in-person full-time. This measure undermines the proven benefits of remote work and telework arrangements that have been successful for recruiting and retaining talented staff across Kansas agencies. The bill's aim of increasing efficiency is misguided, as several agencies project significant cost increases from having to administer exemptions, deal with potential staff turnover, and expand office space. Furthermore, ending flexible work options disregards the unique needs of rural employees who already face long commutes. Rather than imposing a blanket return to office, a more nuanced approach respecting agency discretion and employee needs would better serve the state's workforce and constituents. I encourage you to reject SB 256 and uphold modern work policies that attract top talent to public service in Kansas.
