As public servants sworn to uphold the Constitution, we share a profound responsibility for our government's effectiveness. We propose leveraging the National Institute of Standards and Technology (NIST) Baldrige Excellence Framework to strengthen Congress in its vital mission to regulate and uphold our nation's foundation. This isn't a call for upheaval, but rather an application of a framework designed for organizational excellence, including government agencies. Like our own agencies, Congress has a clear purpose: to legislate, provide oversight, and serve the American people constitutionally. It's time we applied the same standard of excellence to our legislative branch. This petition urges Congress to immediately explore and implement the principles of the NIST Baldrige Excellence Framework to enhance its operations and better fulfill its constitutional duties. Why Baldrige for Congress? Focus on Mission: Baldrige helps define and achieve core missions. For Congress, this means effective, constitutional governance. Systematic Improvement: It provides a structured approach to continuous improvement in leadership, strategy, operations, and results. Data-Driven Decisions: Baldrige emphasizes using data for improvement and accountability. Stakeholder Focus: It encourages understanding and meeting the needs of the American people and future generations. We, undersigned public servants who also swore to protect the Constitution, believe the Baldrige Framework offers a concrete path to a more effective, accountable, and constitutionally sound government. This transcends partisan politics; it’s about our shared commitment to our oath and a desire for optimal government function. We urge Congress to show leadership by immediately taking steps to understand and implement the NIST Baldrige Excellence Framework.
